The Animal Legal Defense Fund has just released its 18th annual U.S. State Animal Protection Laws Ranking Report (2023), providing a comprehensive assessment of animal welfare legislation across all 50 states. This year’s report brings exciting news: Oregon has secured the coveted first place, signaling a significant leap forward in animal protection efforts. Let’s delve into the key highlights:


1. Oregon: A Trailblazer in Animal Welfare

For the first time, Oregon emerges as the leader in animal protection laws. The state’s commitment to safeguarding animals has propelled it to the top position. With robust legislation and a compassionate approach, Oregon sets an inspiring example for others to follow.


2. The Top Five States

Following closely behind Oregon are:

  1. Maine (2nd): Maine’s dedication to animal welfare remains unwavering. Its laws prioritize the well-being of our furry companions.
  2. Illinois (3rd): Illinois continues to champion animal rights, emphasizing responsible ownership and humane treatment.
  3. Massachusetts (4th): The Bay State’s comprehensive legal framework ensures that animals receive the care and protection they deserve.
  4. Colorado (5th): Colorado’s commitment to wildlife conservation and domestic animal welfare contributes to its high ranking.

3. Connecticut’s Remarkable Rise

Connecticut shines as the most-improved jurisdiction this year. Climbing an impressive 20 places—from 31st to 11th—it demonstrates the power of legislative action. Key enhancements include:

  • Veterinarian Reporting: Connecticut now mandates veterinarians to report suspected animal cruelty, fostering early intervention.
  • Closing Legal Loopholes: The state repaired a significant loophole related to sexual assault of animals, ensuring stronger legal protections.
  • Ownership Restrictions: Those convicted of animal cruelty face a five-year ban on owning, possessing, or residing with animals.

4. Bond-or-Forfeit Laws: A New Trend

The report sheds light on a growing trend: “bond-or-forfeit” laws. These laws alleviate the financial burden on cities and counties caring for animals seized during cruelty cases. Often, criminal proceedings take months or years, leaving animal victims in legal limbo. These laws provide relief by allowing cities and counties to recoup costs while ensuring proper care for the animals.

In the heart of a small Arkansas town, two malnourished dogs roamed the streets. Their ribs protruded like xylophone keys, and their eyes held a desperate plea for salvation. The townsfolk, stirred by compassion, rallied together—a digital posse fueled by Facebook shares and pixelated hope.

Chapter 1: The Cry for Help

The first sighting came from a kind citizen who  saw them from her porch. She snapped a photo—a heartbreaking tableau of fur and bones—and posted it online. Within hours, the image ricocheted across cyberspace. Comments poured in, a chorus of concern and outrage. The dogs needed more than virtual sympathy; they needed rescue.

Chapter 2: The Town’s Divide

Debates erupted in the Facebook comments. Some urged immediate action—the police, the Mayor, anyone with authority. Others hesitated, fearing bureaucracy would tangle the dogs’ fate. Meanwhile, the dogs—now named Hope and Chance—slipped through alleys, their paws leaving whispers of desperation.

Chapter 3: The Capture

Finally, a breakthrough. A group of citizens, cornered the pair. They coaxed them with scraps of bread, their voices a soothing lullaby. Hope, the smaller one, hesitated, then surrendered. Chance, the larger, followed suit. Their muzzles trembled as the rescuers scooped them into their arms.

From my earliest memories, animals have been my steadfast companions. Their unwavering loyalty and boundless affection shaped my worldview. As fate would have it, I spent years as the Executive Director of Humane Societies in Missouri and Mississippi. Those roles immersed me in the daily struggles faced by our furry friends—the abandoned strays, the injured souls, and the hopeful eyes peering through kennel bars.

Life took me across state lines—from Texas to Georgia, from Kansas to my current home in Arkansas. Along the way, I witnessed the stark disparities in animal protection laws. Some states embraced progressive legislation, while others lagged behind, leaving vulnerable creatures at the mercy of outdated statutes.
